Head of Service, Mrs Mary-Theresa Ikwen, has lauded the steps being taken by the Chartered Institute of Personnel Management of Nigeria (CIPM) to professionalise personnel management in the service.
Mrs. Ikwen made the commendation when she granted audience to some national and state executive members of the Chartered Institute of Personnel Management of Nigeria in her office in Calabar, stated that “the bulk of the workforce falls within this category which needs to be properly identified and groomed for cohesion that will enhance effective service delivery and proper sense of direction.”
The Head of Service said what was also of interest is that of ensuring that before personnel staff could progress, he or she must show evidence of being a holder of a certificate of the Institute.
She pointed out that, aside the importance the certificate holds for professional human resource officers while in service, on retirement the certificate is bound to add value to the credentials of retirees who may seek to organise human resource outfits.
The Head of Service used the occasion to comment on some anomaly in the service such as unnecessary interference in staff posting, adding that refusal to go on posting was counter-productive to the growth of the service and its operators and pointed out that the expected professionalisation of the body will definitely check the ugly trend,” she said.
Speaking earlier, the Acting Registrar of the Chartered Institute of Personnel Management of Nigeria, Dr. Charles Ugor, had stressed on the need for professionalization of the personnel management as according to him, 67% of civil/public servants fall under the personnel management category where the chunk of the day-to-day bureaucracy resides.
Dr. Ugor said that the Federal Government in its wisdom has professionalised the body as those with certificates can now move from Grade level 10-17 adding that those so qualified must pass through the Institute.
Similarly, the State Chairman of the Institute Prof. B. J. Inyang, called for membership to be made mandatory to all Personnel Staff as this, he noted, would enhance the growth of the service and its members.
In her comment, the former State Chairman of the Institute, Dr. (Mrs.) Ihort Achu opined that the Licensing will enable members sit up as only those qualified will be eligible for progression.
